Text message forwarding problem, connected 6s to disconnected 5c?

I Have a new iPhone 6s (AT&). I disconnected and kept my iPhone 5c. Imessage is working on both phones using my iCloud account, but any messages sent to my phone number are not being forwarded to the disconnected 5c. I have been successful in using the “Text Message Forwarding” setting to forward all texts, both those sent to my phone number and to my iCloud account,  to my two iPads (3&4), but when I try to set it up on my disconnected iPhone 5c, I never get the pop up activation code, which I received successfully for both iPads. Also, even though iMessage using my iCloud account on the disconnected 5c actually seems to be working fine, I still have the “waiting for activation” message on the 5c, which may be why text message forwarding from the 6s won’t activate??

 

I Suspect this is a glitch between one connected phone and one disconnected phone. Especially since the iPads went through the setup process just fine. The iPhone 5c is listed on the 6s under the text message forwarding options, but won’t activate. On the other hand, FaceTime audio is working fine on the disconnected 5c.

 

I’ve tried resetting both phones, turned iMessage on and off on both phones, logged in and out of my Apple ID (my iCloud account), but so far have been unsuccessful in getting text message forwarding to the 5c to work, and  so far I have found no references to this particular issue in all of the searching online I’ve done. I’ve followed several links In these discussions and followed all their directions, which deal primarily with iPhone to iPad forwarding, with no luck.

 

I had hoped to use this disconnected 5c like an extension phone, much as I’ve been using my iPad 3 for the last couple of months (which I want to pass to one of my kids). I can only afford cell phone service, and I need a phone in my upstairs bedroom.

Basically, I want to use the disconnected 5c like a miniature iPad. Has has anyone tried to use a disconnected iPhone like this, and if so, what was the result? Any suggestions, anyone, for a solution?
